An easy way to make neck ruffs, or gather anything quickly, is to purchase pleater tape that is made for draperies. You can get it at Jo Ann’s or any fabric store that has home decorator fabric. Then buy some inexpensive lace or ruffle trim and put them together. Round plastic

doilies folded in quarters and strung on elastic. Or for disposable ones, use paper coffee filters done in the same way.
